How it all started
Colorado’s current gray wolf program began with voters.
In November 2020, Colorado voters approved Proposition 114, directing the Colorado Parks and Wildlife Commission to develop a plan to restore and manage gray wolves in Colorado west of the Continental Divide by the end of 2023.
Colorado Parks and Wildlife subsequently developed a Wolf Restoration and Management Plan, and the first state-led wolf releases occurred in December 2023.
The program did not end with those initial releases. CPW’s management plan recommends capturing and translocating 10–15 wolves annually for three to five years, for a total of 30–50 translocated wolves, although subsequent state policy and management decisions can affect implementation.
Four years after the vote, Coloradans are no longer debating a proposal. We are evaluating an operating government program.
